The Canadian market is different. You already have the CFL Argonauts, and some Canadians would prefer to support the home product.

15,000 actually. And the VERY small city Winnipeg Blue Bombers draw twice that. This tells me that Toronto is NOT a football town, and that an NFL team will not get the kind of love (or $$$) that the Bills get in Buffalo. Toronto is cosmopolitan. They apparently aren't interested in CFL, and the locals, if Canadian will take hockey, or if transplants from wherever, Soccer (which doesn't seem to have an off-season).
