Some cities have both - an elected mayor to perform the ceremonial duties and then a city manager appointed by the city council to conduct business.
Conventional wisdom is that the city manager model is better but obviously not in this case.
Not at all.
A city manager typically wields considerable administrative power in a local government using the weak mayor - strong city manager model, which is quite common. All the department heads report to the city manager, chief of police, public works, parks, planning and zoning, etc. City manager reports to the mayor and city council, who set policy, taxation, approve contracts above a certain level, etc.
Very different from the prototypical HOA Karen.
If I were on that council, I’d be working to fire this woman immediately.
