Every vehicle I have ever registered I had to provide clear title of ownership (w or w/o liens) and then I had to prove that I was who I said I was. Where is this anonymous registration jurisdiction? Is this a one and done registration without yearly renewals. For some of US that would be a real money saver.
Neither can I. How is this possible? Every vehicle is registered to someone, and you have to show id.

He says some of these foreigners have CDLs with one name and No Known Name , NKN , as the last name..

I never saw that he was tested or did the hearing, vision and photo thing everyone else does.
I suspect it means the car was stolen and the person it’s registered to has no connection to the two drunk illegals.
