The United States does not send “foreign aid” to Puerto Rico
because it is an “American territory,” not a foreign country.

Puerto Rico receives federal tax dollars annually, including
for social safety net programs and federal disaster relief.

Unlike Israel which gets hundreds of billions but pays
nothing to the US, Puerto Ricans pay federal taxes.

Hundreds of billions for Israel? You mean cumulative over the better part of a century?

You are correct that Puerto Rico is not technically “foreign” - they are US citizens - and you are correct they get federal social “safety net” money on top of Social Security. But they only pay for Social Security. They otherwise pay no federal income taxes. So call it what you want, it’s aid and they do NOT pay federal income taxes on money earned in Puerto Rico.
