Or maybe it is both: GIGO and GAGO in a truly poisonous brew.

I just read The Vietnam War by Geoffrey Wayrow, and he notes the numerous examples of Robert Macnamara believing that if you got a whizz bang graph of the body count from the Rand Corporation you could definitely win the war. They thought computers would win the war.
