In the case of TN, anytime there is a statewide analysis, they have to factor in Memphis. If you're White and are in Memphis, don't ever go out with less than platoon strength. And make sure you and your crew all CCW.
Memphis, alone, torpedoes any such survey.

There is only one criteria: People vote with their feet. They vote whether to live in city or suburb, in IL or TN.
On the other hand, who wants to live beside all those county and western singers, residents of St Jude Medical Center, offices of Oracle and David Ellison.
