My lovely auntie used to travel to that area, many moons ago. She said the Jamaicans hate Americans.
Those white male and black female co-workers sent to Kingston stayed in a hotel within a block from the Embassy and could easily walk to work. They were about the same age. They had to get a ride from the Embassy motor pool or take a taxi (not preferred) for their own safety. Being seen together out in public was risking their lives. Getting stranded there due to a hurricane stopping flights, which I think happened a year or two ago, is the biggest reason NEVER to go there.
