I’m guessing that means females will be permitted to wear the hijab at work.

Soon to be followed by:
Females will be encouraged to wear the hijab.

And eventually:
Females will be required to wear the hijab.

I’m in another part of Michigan. My Kroger checkout woman and a woman who passed my McCafe coffee through the drive thru each had a hijab. Not odd around her.
