For Chicago, 79% of the $4,241.7B in property taxes goes to public education. That's $3.3 billion for a system that ranks in the lowest quartile for ACT scores across the nation. Get rid of property taxes and do private schools, or go to a voucher system like Friedman suggested. That way, people without kids could sell their vouchers to those who needed them.

That would work. Anyone remember catholic schools where the nuns worked for free and slapped kids hands with a ruler? Uniforms wouldn’t hurt either.
