The thieves purported to help seniors and people with disabilities find and maintain housing, but instead submitted fake or inflated reimbursement claims for services that were rarely, if ever, provided.
The thieves were Abdiaziz Siyad Aden, Mohamed Ali, Sahal Dayib, and others) and Foundation First Services LLC (operated by Abdifitah Mohamed). Between September 2022 and April 2025, Brilliant Minds alone submitted approximately $2.3 million in fraudulent claims, with defendants pocketing $300,000 to $400,000 each.
Federal affidavits noted up to 22 different providers operated out of the Griggs-Midway building, collectively billing taxpayers millions before federal agents raided the offices and the Minnesota Department of Human Services (DHS) suspended payments.
