I’ve been a nuclear historian for 50 years. Learned most from Chuck Hansen who was the source for Richard Rhodes book “Building the Atomic Bomb” and 90% of other writers on the topic.
I can think of one senerio attack that MIGHT work but will not mention it anywhere on-line.

You just need to a bit more careful
I have a tendency to think about the worst possible application that an evil enemy could think of in the use of weapons. Not thinking about will not result in the lack of application with the IRGC.
The good news is that a drone, capable of carrying 100lbs, could probably only carry 6lbs or so of nuclear material, once you take into account the containment shielding and the electronics to set it off. So, one-tenth of a Hiroshima. Still pretty bad when you add up 20,000 drones.
There are worse things, like biochemicals or disease filled fluids.
I know people don’t like to think about these things, but the IRGC got to where it is today because nobody wanted to think about what they might do.
