The term for this is PPA which means power purchase agreement.

Wal-Mart now has a PPA with a nuclear power producer to up rate their plant to supply Wal-Mart with a fixed rate of produced power. The T&D company still has to get said electrons to Wal-Mart locations and that will in most states require a separate contract and rate structure. In Texas for example ERCOT is the grid op and they set the wholesale bidding rates on a rolling 15min basis 24/7/365 one of various T&D companies then move the power from generator operators to the local markets. In Texas T&D costs are larger than the costs of actually generating a megawatt hour worth of power. Wholesale power is $10-50 at the baseload and T&D is $65 at the retail level or 6.5 cents per kwh.

Wal-Mart will assuredly have a fixed rate T&D contract with their PPA from the nuke guys
