The classic argument is that Gain Of Function (GOF) research is vital to understand how virus evolve, predict future virus threats, and develop counter-measures.

The use of the term “PLANdemic” implies that this research had the objective of developing a super-virus and there was a plan to use this virus as part of a ‘PLANdemic’.

It’s reasonably certain that Fauci funded Wuhan Institute of Virology, and possibly other other laboratories, to conduct GOF research. That isn’t a ‘smoking gun’ that there was a plan to cause a pandemic.

I think we all stipulated that Fauci funded gain of function research in Wuhan. The question is for what purpose was he doing it, since the recent documents show that he went to some length to cover it up.
