You got the statistics wrong, 14 % is the total black population, black male population is about 6%, it is much worse.

Lets say 15% black/half black. Half are females. 7.5%
Now take out those 0-14 years old....
take out those that are 45+
take out those in prison or are incapacitated
take out those that work, stay out of trouble, etc.
take out the mentally ill, handicapped, incapable of violence.

We get down to about 2% or less.
