The Bears probably know where most of its ticket buyers live.
The team will make a rational choice, as hopefully will the state.
Money is not the issue here.
The Bears are tired of dealing with corrupt politicians so it's worth it just to move to Indiana so they won't have to deal with them ever again.
The issue is that the team wants clarity in state law regarding their future property tax liability if they build in IL.
