I disagree with the premise of the quote. Canada long ago turned into a third-world Hellhole when it comes to healthcare. This is just one more example.
As far as I'm concerned, modern Canada _is_ a 3rd World country. With the worldview, education, governance, economic dysfunction, and welfare dependencies that go with that.
