The way the law holds "the cause" of losses due to fire as the source of ignition is absurd when the real determinant of the magnitude of that loss is the distribution of fuel.

Bingo. The State of California caused a statewide tinderbox as evidenced by multiple catastrophic fires over the last several years. The $4M should be taken from the salaries and pensions of everyone from the state that fueled these problems.

"And to what end?" (he asks rhetorically), That would be pleasing the biggest industry in the State: residential developers, who forced ranchers and timber landowners to sell, cheaper using regulations against both timber harvesting, grazing, and broadcast burning tp "protect the environmint."
