I guess the Japanese Game & Fish people need to issue more bear tags. Maybe even lengthen the season a few days.

The Japanese authorities realize they need to harvest more bears. They are reluctant to significantly ease up on the restrictions.

Their idea of easing up on the restrictions is to make it difficult for cities to sue a hunter if the hunter did not contact the authorities and get permission to shoot a bear a few seconds or minute before he actually shoots.

They are, however moving in the correct direction, just very slowly and cautiously.
