Medicaid, not Medicare.

Whatever. The question still stands. What does it mean?

Medicare is the health insurance for anyone who worked enough quarters to get social security and is 65 or older.

Medicaid is the coverage for low income people; can be under 65 .

Followup to my previous answer:

Medicaid may cover a wider range of people than Medicare.

That’s why the fraud found in it is a big deal.
