What initially caught my attention in the second photo was how deserted Columbus Circle looks. That suggested very early morning hours. The area is less crowded than it used to be because the homeless people and their tents have been cleared away. There’s also no one sitting on the steps or the wall around the fountain simply enjoying the water. Later in the day, at least in warm weather months, there would be some; it’s a nice spot.
You still see the walking zombies from time to time, and they will still sometimes sit around the fountain (usually minding their own business).
On a hot day, what do we expect homeless people to do? Make an appointment with their assigned social worker and work on getting into treatment?
You can find the homeless killing time on park benches everywhere around town. As long as they’re not bothering anyone, they can sit. It’s about all some of them can manage. They should be in treatment. But ... well, you know.
If they get too hot, they’ll go inside to the air conditioning, or to a public library where they can sleep in peace and quiet.
