That’s what I mean about it being a privilege. Just because someone wants to drive, doesn’t mean they have a right to. It’s earned, and it can be taken away. That’s what makes it a privilege, and also a responsibility.

I have a right to own a gun, it’s not a privilege and I can lose that right if I do bad things with that gun.
I have a right to own a car and drive that car. It’s not a privilege. I do bad things with that car I can lose that right, it’s that f’n simple.
