Trivia: Ugarte actually says they were signed by General Wegand rather than General De Gaulle.
I went back and listened and he did say Weygand. (11:30 mark in the film)

Thanks for touching base. The photo’s caption confused me a little. Casablanca at the time was ruled by Vichy France. A letter from Free France’s De Gaulle would have carried no weight.
