As long as they are enabled they are not going to leave. All the bennies for their anchor babies, bank accounts, ability to wire their money back home, etc., etc. It is too advantageous for them to stay.
I’d cut off ALL bennies for illegals stat. As you say, they won’t hang around if they’re not getting freebies.
