So could the boy even consent? He was 13

I don’t really know the nuances and I’m in Georgia not Mississippi. I suspect if the 13 is the father there probably would be no “criminal” consequence, no juvenile court involvement, possibly Family and Children Services would make contact and consider if there’s any reason to look at child neglect on the part of the parents/guardians.
Basically just a mess and a cultural/parenting failure. On a positive note, it sounds as if the baby is welcomed and will be cherished. Baby’s grandma didn’t seem worried. Hopefully the 12-year old will continue with an education and can wind up self sufficient.
