They laid the foundation for the “welfare system” which laid the foundation for the current problems. Same bankrupt ideas are destroying total America and its predominantly white! I would argue the government had miniature version of the “welfare system” and its ability to destroy society in plain sight but chose to ignore it - the Indian Reservations! Welfare for black Americans was done for the reason that LBJ stated - “I’ll have those N-words voting Democrat for 100 years!”.
