That’s all well and good but these people are on a ship where their lodging would have been during the stay and are now having to suddenly arrange transport to shore and to a hotel they have to find for themselves and arrange a hotel stay. They are not familiar with the city and have no idea of how far away a hotel is, where it is located in Singapore. I get your point, but your post (as understood by more than one of us) implied that the problem was that the people were in Singapore, and not merely a foreign city.
