For him I'd say that is a good outcome.
He can spend his last years before retirement without the stress of being on an active beat attempting to do the job he knows a policeman is supposed to do while having both hands tied behind his back by the mayor, the DA and the courts.
Semi-good.
He’s safe where he is but he won’t be seeing any overtime, which will affect his pension if he doesn’t get out of there a few years before he retires. (Unless he retires now — I don’t know how long he’s been in the department, but since he’s a Captain, I’m guessing it’s a while.)
