I didn’t comment on the extent because I don’t know the exact mechanics. The fact that five of those arrests were misdemeanors and four were felonies, and that there is going to be the “use of technology to make further arrests” indicates to me that some people fled on foot and abandoned their bike or ATV (which might even have been stolen anyway)
I get that if you simply read the excerpt and didn’t watch the more detailed video a that limited information may have justified your “not much something” characterization (where it appears they didn’t conduct the arrests in mid-span, but on the other side of the bridge on the land portion) I think many of those riders, seeing they were about to be arrested, abandoned their “transportation”, jumped the low fence, and evaded.
That is speculation, but...I suspect many were drunk or stoned and didn’t want to be examined so the fled.
