This article is pure propaganda. It does not explain what the laws say. No, the laws don’t permit doctors to refuse to treat someone simply because they are gay. If a gay man has cancer, the doctor can’t refuse to treat him. Just propaganda.
I’ll play the devil’s advocate and posit that the article suggests that if a patient suspects that his doctor is more conservative (sane) and won’t readily endorse high-risk homosexual behavior, the patient may be less likely to request an HIV test from the doctor. Or at least not every 3 months, which is the recommendation for fags.
