Decimal place. Think of it as 750 cents/4000 mg, then you avoid having to mess around with the decimal place. I didn’t even consider that at the onset; I just was a crack about it being 5.625 mills from mills (or mils) being 1000th of a dollar. They were/are to be used mainly for tax calculation purposes, and they hung around for quite some time as a monetary “face value” of coupons, the 3rd decimal place of the price of gasoline, property tax levies, etc...
