Easy peasey — just charge Phuk-shi with however many millions of people died because of him. Sort of like happened with Timothy McVeigh (executed before the 160 state counts against him could be pursued), and Terry Nichols (prosecuted & convicted on all counts).

It doesn't, but there is currently no court in the US that can prosecute that crime. That will change.
