Garden Grove is heavily Vietnamese, which means heavily Catholic and conservative. They are very hardworking and entrepreneurial and have seen communism first hand. They embrace the American dream.

They are breaking up this strong voting block and dispersing/diluting it.
And, as you said, also grabbing the land.

I’m going to rewatch Close Encounters, where they stage an evacuation psyop...and keep an eye out for dead cows.
