If FSD detects a problem it will move to the shoulder of the road and stop.
She probably started out in FSD then accidentally hit something to switch back to manual. Then brilliantly stopped on interstate.

For Teslas autopilot is not FSD. It is traffic assisted cruise control + lane centering. It will limit speed/stop for obstacles in the road.
