That is indeed human behavior. The money they get for food frees up money for other things. It doesn’t matter if ebt cards are restricted. Even the restrictions don’t keep the abuse down. Were I live the folks go the local butcher on ebt reload day and buy prepackaged frozen cuts of beef and re-sell it 50cent on the dollar.
The local junkie can hook you up. Beef or meth. Lets the butcher raise his prices.
Not as efficient as allowing ebt cards to purchase Lotto tickets or tobacco which puts a lot the ebt value right back to the tax man.

Yesterday I noticed a large sign on our Safeway grocery store door...telling people it is a federal crime to sell EBT cards. First time I have seen such a sign.
