If the conspiracy is ongoing, the statute of limitations begins when the crime is discovered, not when it was committed.

That's not my read on the statute. "...the statute of limitations is generally governed by the default federal rule found in 18 U.S.C. ยง 3282. Under this statute, the government must initiate prosecution within five years of the commission of the offense."

but, if they conspirators are still engaging in efforts to cover this up (or lie under oath about it), then the conspiracy is ongoing.

It's different when the crime is covered up. Conspiracy tends to defer the statute until the crime is discovered.

In this case, people like Brennan, Clapper, Comey, et. al., have been all over television denying there was a crime, and now we know that they were in the Oval Office conspiring to falsify intelligence.

Every one of their denials on television furthered the conspiracy, so every one of their denials pushed out the statute of limitations.
