He’s appealing the sentence, and so is the prosecution.

Korea has a great system, in that after a sentence, the victims can petition the judge to reconsider and increase the sentence, which is what is happening now to this miscreant.

Yup. As I understand it, had he accepted the sentence and proceeded directly to the much more comfortable work prison, he would at least be there serving time while the victim's appeal went through. As it is, he's in a very nasty place with no time coming off his sentence. For the curious, HERE is a video detailing the conditions. No air conditioning in a Korean summer, no recreation, horrible food, and the junior guy in the cell sleeps on the floor next to the toilet. Oh, and no internet!
