Trump has yet to figure out that funding just can’t be yanked.
There are legal limits governing the withholding or withdrawal of Federal money both in the form of legislative disbursements and grants. If this goes to court Trump will very likely lose because if he is yanking all those grants the action is likely too broad. The action must not be such that it becomes coercive.
