While not excusing her behavior, I’m having a tough time viewing this as a jailable offense.

After all, it wasn’t HER error.

Seems like a civil matter to me.

The company should have take her to court and try to get a favorable judgment.

But jail? No.

Yes, it was a mistake. No, it wasn't hers to keep. By keeping it, once she learned of the mistake and being asked to return it, she's committed felony theft.
