2. Is there a central authority remaining in Iran that can control all their various military units?
#1 is the main point that cannot be overlooked.
I believe our negotiations have made that division visible, and if it can be used to promote and support an active insurrection for the people of Iran to rally around, we might just see a successful conclusion to this war. A worse scenario though, is a drawn-out civil war in Iran where the IRGC ultimately gains dominance. In the meantime it is up to us (and Israel) to maintain destructive pressure on the militants.
You forgot the third point.

Point 2 is the issue
There is an internal power struggle going on, set in play by Epic Fury and continuing goaded on by Trump’s public often crude comments. Which lead to reactions from these factions ….that are in the process of identifying who are their team leaders, who is playing for which team, and what instruments of power each team wields.
This is the process of Iran sweeping up the broken china and seeing which pieces can be salvaged and mended into a new government. One analyst has even noted that the hardliners are tracking down any political figures trying to act in a rational ( to Western diplomacy) role through negotiations. And why belligerent rhetoric coming out of the hardline factions in Iran is being portrayed as official Iranian policy…to be sympathetically posted by Western MEdia to try to damage Trump and the US. By democrats, neo-con bubble wand wavers like Lindsey Graham, and squish-Republicans who are afraid that staying the Trump carrot-and-stick harsh rhetoric course of diplomacy..means another 20 year briar patch,
This I think is why returning now to mass infrastructure bombing does not facilitate “ regime change” which…while Trump claims is not his strategic objective…cannot NOT be an objective in order to achieve what Trump claims are his onjectives…no nucs ever, and no claiming coercive control over a natural waterway that serves regional states and global trade.

Iran's military is decentralized, so as to make it harder to decapitate their head.
