However, I stated at the time, repeatedly, that Iran retained the ability to build a small number of bombs.

The first in about three weeks.

I’m stating my best estimates. They can build bombs faster, but fewer would result in the near term.

Many factors would be involved. They might try to increase the number of bombs they can build by testing carefully, which would delay things.
