Unlike normal explosives, these explode over the target and drop conductive filaments which short out the equipment without physically destroying it. Presumably, nobody will be hurt by the actual “bomb” since it’s not a traditional explosive.
Equipment will burn up and breakers will blow. But no physical destruction will take place on the actual structures. So returning them to service means replacing generators and electrical infrastructure, which is well less than half the cost of the actual plant. It can all be shipped in later from abroad.
