Yup, probably. The whole "I was distracted by my cell phone" [regardless of who was on the other end, Trump or not] sounds like a ploy to get a distracted driving charge instead of a more serious DUI/DWI.

The whole rehab thing very strongly suggests he wasn't merely talking on a cell phone either...
