Minnesota state officials were obviously complicit in the fraud. If an applicant for funding was proposing to provide thousands of meals per day shouldn’t there have been some evidence they had the facilities to prepare that many meals? Why were there no spot checks to see if meals were actually being provided? It would seem Minnesota officials rubber stamped applications and started writing checks to the fraudsters no questions asked. It also begs the question as to how Somalis with limited English proficiency and education were able to find these government programs and make applications. I suspicion that there were outside groups aiding and abetting the Somali fraudsters.
