I worked for a medium sized shipyard that did exactly this. The owner bought a shipyard in Mexico and used a visa where you can transfer workers between facilities (totally legal). Then he bought apartment complexes to house the workers and charge them rent. He probably made a killing off the scheme but still went bankrupt.
