Most of them didn't know $&%^ back then, and it's worse now. Most of them got diploma mill diplomas.
The first go around, a couple of decades ago, after they were "trained".. the companies had to temporarily bring the American workers back to fix the teriible coding the red-dots did.
As far as I know, it's pretty much still the same.

I worked for a medium sized shipyard that did exactly this. The owner bought a shipyard in Mexico and used a visa where you can transfer workers between facilities (totally legal). Then he bought apartment complexes to house the workers and charge them rent. He probably made a killing off the scheme but still went bankrupt.
