I don’t understand the argument from the NYC Council and Mayor. According to the article at FoxNews, he arrived on a B2 visa. While you can enter the country multiple times over a 10 year period if you get it extended, you cannot work.

So even if the visa allowed him to be in the country for a full year (it usually maxes out at 180 days per stay), he’s still not authorized to work. Working is a violation and he’s subject to deportation. The City is admitting they broke the law but he should be allowed to stay anyway? Strange…
