The wells in question are already drilled and constructed. Up to now they have been shut down, but they have been maintained to start up at any time.

These wells have been shut down for 11 years. It will take months and years to get production going. Even in the best of circumstances The US consumes 20 million barrels a day the world consumes 100 million barrels. 50k barrels from California will do nothing to the price of oil.
