Almost no crimes have been solved by tracing the serial number on a gun or by tracing a fired cartridge case. Many states (including here in FL) have no paperwork requirement for person-to-person gun transfers.
The FFL paperwork has always been part of a leftist dream to confiscate firearms.
If you have some basic machining capability, you can build a firearm on a milled out 80% lower that has no serial number. You can build a Glock clone, AR15 or AR10 clone quite easily. For the AR's you can build a rifle that will shoot sub 1-inch groups at 100 yards, though I am not quite sure how I came to know that.

5/28/2024: In a House Judiciary Committee hearing, U.S. Rep. Harriet Hageman (R-WY) rigorously questioned ATF Director Steven Dettelbach about allegations concerning a digital database of gun ownership records (ATF Form 4473) kept by the ATF at its facility in WV. The exchange highlighted significant concerns about privacy, legality, and the transparency of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) practices. Rep. Hageman opened her questioning by referring to a December 2021 memo that alerted the public to the ATF maintaining a centralized, digital, searchable registry of guns and gun owners. This, she argued, was in direct violation of various federal prohibitions. Hageman cited a response from the ATF to a letter by Rep. Michael Cloud and 52 other House members, which stated the ATF had over 920 million records, with 865 million in digital format. Director Dettelbach responded by asserting that the ATF does not maintain an illegal registry and follows all laws. He mentioned that the ATF pays Adobe Acrobat to remove certain search functionalities to comply with legal requirements, contradicting accusations that the ATF’s digital records are fully searchable by name or personal identifiers.
