When welfare became an option, there a was reason many black women, and some white, preferred it to a husband - because their husbands were bad men, abusive and unfaithful.

If welfare class black women were incentivized to hold onto a man, would that man be a boon to the family or a harm?

How do you take these men socialized to violence and promiscuity and selfishness and turn them into fathers?

How do you make a nuclear family when a woman’s children have two or more fathers?

It might make more sense to incentivize the welfare class not to have children.

Many years ago I worked as a teacher in a juvenile prison (it was called a ‘youth center’). I observed that while the inmates enjoyed inflicting pain on others, they strongly objected when they themselves were in pain.

While I know that it will never happen, I think the return of corporal punishment for minor crimes is a more effective, economical, and humane way of reducing crime.

Take the example of Singapore. Three strokes of the cane causes excruciating pain for the day, bad pain for a week, some pain for a month and the memory of it for a lifetime. Providing the necessary medical care for the month of recovery costs the state little compared to feeding and housing the offender in prison for years.

After recovery the criminal is free to live his life. He doesn’t get to spend months or years at state expense surrounded by criminals who will teach him to become a better criminal.
