Reforms I have proposed in the past:
Section 8 could be reformed to have caps 40% of HUD fair market rent for first adult, 20% for second adult, 20% for first kid, 10% for second kid.
In calculating Section 8 benefits, $800/month might be added to the lowest adult income and up to $1,500/month removed from the second adult income.
An additional non-medical welfare benefit (Obamaphone, SNAP, TANF, housing) cap per person might start at $0 and rise $1,000 each year after 2 years of age for up to 10 years. Any drawdown not paid back would be offset by the Social Security program.
To finance these additional benefits, additional benefit drawdowns would result in the loss of tort damages other than amounts paid out by the injured party for vehicle damage or medical care for a period twice as long as the unrepaid drawdown.
Kids under age 2 would not qualify for any non-medical welfare benefit other than WIC.
It's easier than that.
Benefit increases stop with the second child. 2 and out.
