I think they should put a huge meth lab out in the CA desert and air drop humanitarian rations and drug paraphernalia into the area. Sort of like Burning Man only all year round. Then arrest and relocate all homeless and drug addicts to the new resort. Of course they will kill each other and die from pestilence and overdoses, but, then . . . who cares?
either that or rent some of the unused gulags in siberia and transport all criminals to those places to serve their sentences there ...
